High Electoral Council of the Crownlands Establishment act
Preamble
In pursuit of just, impartial, and accessible elections within the Crownlands, this Act establishes the High Electoral Council as the official electoral authority. The Council shall assume temporary jurisdiction over all electoral matters and replace the Regional Council during election periods.
Section 1: Establishment and Authority
Article 1: Formation
A body known as the High Electoral Council of the Crownlands is hereby created.
Article 2: Jurisdiction and Supremacy
Upon activation, the Council shall immediately assume the full functions of the Regional Council with respect to elections.
This authority shall last for ninety (90) days, commencing from the official declaration of the electoral period.
During its mandate, the Council’s rulings and procedures on election matters shall be final and binding.
Section 2: Composition and Appointment
Article 3: Structure
The Council shall consist of:
One (1) Chief Electoral Officer
Two (2) Assistant Electoral Officers
Article 4: Appointment
The Chief Electoral Officer shall be appointed by the Governor, with advisory consultation from the Delegate.
Assistant Electoral Officers shall be nominated by the Chief and approved by majority vote from eligible resident nations.
Article 5: Disqualification Clause
No active candidate for elected office may serve on the Council during the election period.
Section 3: Power and Responsibilities
Article 6: Core Duties
he Council shall:
Organize and conduct elections for regional offices.
Certify candidate eligibility.
Publish official schedules, rules, and procedures.
Monitor campaign fairness and transparency.
Announce certified results.
Article 7: Voting Mechanisms
Elections shall be held online using either:
a. Google Forms, with one vote per verified nation.
b. NationStates Regional Polls, where available and secure.
All voting systems must preserve anonymity, one-vote-per-nation, and result verifiability.
Section 4: Oversight and Transition
Article 8: Handover Protocol
After certifying the final election results, the Council shall submit an official election report.
Authority shall return to the Regional Council and its regular governance structure after the 90-day term or upon successful installation of the new government—whichever comes first.
Article 9: Emergency Power
The Council may delay elections for up to 15 days in case of a verified security or technical threat but must notify the region with justification.
Section 5: Enactment
Article 10: Legal Standing
This Act shall take immediate effect upon ratification by the Regional Legislature or, in its absence, by decree of the Governor with public consent.
