CONSTUTIONAL COURT ESTABLISHMENT ACT

Article 1: Purpose

This Act establishes the Constitutional Court as the supreme judicial authority of the Region of [Region Name], empowered to interpret the Constitution, review legislation, and resolve legal disputes within the region’s jurisdiction.

Article 2: Composition of the Court

  • The Constitutional Court shall consist of three (3) Justices, including:

    • One Chief Justice, who serves as the presiding officer

    • Two Associate Justices

  • All Justices must be citizens of [Region Name] in good standing and not hold any other regional executive or legislative office during their term on the Court.

  • Justices shall serve a term of ninety (90) days, renewable upon reappointment or re-election as defined in Article III.

Article 3: Appointment of the Justices

  • Justices shall be nominated by the Delegate, and confirmed by a majority vote of the Regional Council.

  • In the event of a vacancy, the Delegate must nominate a replacement within 7 days, subject to Council approval.

  • Justices may be removed from office by a two-thirds (⅔) vote of the Regional Council for reasons including:

    • Gross misconduct

    • Inactivity exceeding 14 days

    • Abuse of judicial powers

Article 4: Jurisdiction and Authority

The Constitutional Court shall have the authority to:

  • Interpret and issue binding rulings on the meaning and application of the Constitution.

  • Determine the constitutionality of laws, decrees, or actions by any government body or official.

  • Resolve disputes between branches of government or citizens regarding regional law.

  • Adjudicate election-related challenges or disputes.

  • Issue injunctions or judicial orders when necessary to protect constitutional rights or enforce decisions.

Article 5: Procedure

  • The Court shall adopt and publish Judicial Rules of Procedure, outlining how cases are filed, argued, and decided.

  • All rulings shall be delivered in writing and publicly posted in the Judicial Forum or equivalent regional venue.

  • Decisions of the Court are final and binding, unless overturned by a constitutional amendment or by a unanimous ruling of a future panel of Justices.

Article 6: Limitations

  • The Court shall not initiate cases on its own; it may only rule on disputes properly brought before it by a citizen, official, or government body.

  • The Court shall not interfere with foreign affairs, military command, or external gameplay enforcement unless constitutional violations are alleged.

Article 7: Enactment

This Act shall take effect immediately upon passage by the Regional Council and publication in the regional forum.
