REGIONAL COUNCIL ESTABLISHMENT ACT

Passed by the founding government of The Crownlands

Article 1: Purpose

This Act formally establishes the Regional Council as the legislative authority of The Crownlands, responsible for enacting laws, overseeing government ministries, and representing the will of the citizenry in accordance with the Constitution.

Article 2: Composition of the Council

  • The Regional Council shall consist of:

    • Elected Councilors, chosen by the citizens of The Crownlands.

    • Ex Officio Members as defined in Article IV

  • The total number of Council seats shall be thiry-five (35), determined by law or constitutional provision.

  • Each Councilor shall serve a term of sixty (60) days, renewable upon re-election.

Article 3: Election and Membership

  • Any citizen in good standing may run for Council, subject to candidacy rules and regional election law.

  • Elections shall be held on a regular basis, organized by the Electoral Office or Ministry of Communications.

  • Vacancies occurring mid-term may be filled by a by-election or appointment, at the Council’s discretion.

Article 4: Leadership Positions

The Regional Council shall elect from among its members the following officers:

1. Speaker of the Council

  • Presides over Council sessions

  • Maintains order during debate

  • Manages the legislative calendar

  • Signs and certifies passed legislation

2. Deputy Speaker

  • Assists the Speaker

  • Presides in the Speaker’s absence

  • Assumes Speaker duties if the office becomes vacant

3. Clerk of the Council

  • Maintains official records and archives

  • Posts votes and legislative notices

  • Coordinates vote counts and procedural updates

These officers shall be elected by a majority vote of the Council at the start of each term or upon vacancy.

Article 5: Power and Responsibilities

The Regional Council shall have the authority to:

  • Propose, debate, amend, and enact legislation binding upon the region

  • Confirm or reject executive appointments, including Ministers and Justices

  • Initiate votes of confidence or no-confidence in government officials

  • Approve treaties, budgets, or declarations of war (if applicable)

  • Create, oversee, or dissolve Ministries and Government Offices by law

  • Conduct investigations into matters of public interest

Article 6: Session and Voting

  • The Council shall meet continuously via regional forum or Discord unless formally recessed.

  • Quorum for a vote shall be seventy-five (75) percent of sitting members.

  • Legislation shall pass by majority vote, unless otherwise required (e.g., constitutional amendments or impeachment).

  • Emergency legislation may be fast-tracked with unanimous consent or supermajority vote.

Article 7: Conduct and Accountability

  • Councilors are expected to act with integrity and represent the interests of the region.

  • Any Councilor may be censured or removed for misconduct, inactivity, or violation of the Constitution by a two-thirds (⅔) vote.

Article 8: Enactment

This Act shall take effect upon its passage and shall form the foundation of legislative governance within [Region Name].
