The Constitution of the Region of The Crownlands

PREAMBLE

We, the nations of the region of Valdoria, in pursuit of unity, peace, and mutual prosperity, hereby establish this Constitution to guide our governance and ensure the welfare of all member states. With respect for the diversity and sovereignty of our nations, we commit to cooperation, democracy, and the protection of fundamental rights.

Article I: Rights of Member Nations

1.1 Sovereignty: Every nation in The Crownlands shall retain its sovereignty and the right to govern itself without undue interference.

1.2 Equality: All member nations are equal under this Constitution, regardless of size, power, or World Assembly membership status.

1.3 Freedom of Expression: Nations have the right to freely express their views and participate in regional discourse without fear of reprisal.

1.4 Security: Every nation has the right to regional protection from external threats.

1.5 Withdrawal: Nations have the right to withdraw from The Crownlands at any time, provided they fulfill their obligations and notify the Regional Assembly.

Article II: The Regional Assembly

2.1 Composition: The Regional Assembly is composed of representatives from all member nations of The Crownlands.

2.2 Powers: The Assembly shall: - Propose and vote on regional laws and policies. - Oversee the actions of the Executive Authority. - Approve the regional budget and expenditures. - Ratify or amend treaties.

2.3 Voting: Each member nation has one vote. A majority vote is required for ordinary decisions, while constitutional amendments require a two-thirds majority.

2.4 Sessions: The Assembly shall convene monthly or as needed.

Article III: World Assembly Membership

3.1 Delegate Representation: The Crownlands' World Assembly Delegate shall represent the region in the World Assembly.

3.2 Membership Rights: Nations are encouraged, but not required, to join the World Assembly.

3.3 Advantages of Membership: - World Assembly members have the opportunity to influence global resolutions that impact all nations. - Members gain access to unique benefits, such as additional voting power in regional matters through the Delegate. - Participation fosters stronger diplomatic ties with other nations within and beyond Valdoria.

3.4Delegate Responsibilities: - Represent Valdoria's interests in the World Assembly. - Vote on World Assembly proposals in accordance with regional policies. - Provide regular updates to the Regional Assembly regarding World Assembly matters.

Article IV: Executive Authority

4.1 Offices: The following positions shall constitute the Executive Authority of The Crownlands:

- General Secretary: Holds ultimate executive authority. Can appoint/dismiss officers, set their authority, and modify the authority of Delegates. If the Supreme Leader is absent from the region, the Delegate gains Executive authority automatically ("by circumstance").
- Head of State & WA Delegate: The chief representative of Valdoria in the World Assembly. Gains Executive authority in the absence of the Supreme Leader.
- Chief State Secretary: Can become the Governor if the region's current Governor abdicates or ceases to exist.
- Director of Regional Presentation: Responsible for modifying the World Factbook Entry, Flag, and Tags, and pinning Dispatches.
- Director of Immigration and Border Control: By spending Regional Influence, can eject/ban/unban nations and set/modify/remove the region password.
- Director of Propaganda and Communications: Can send region-wide telegrams without stamps, compose Welcome telegrams, suppress & unsuppress posts on the Regional Message Board, and control who can recruit for the region.
- Director of Foreign Affairs: Can open/close embassies with other regions and extend embassy posting privileges.
- Director of Social Activities: Responsible for creating polls for regional purposes. Organizes festivals, roleplay events, contests, and cultural development.

- Director of Defense and Security: Coordinates with military/defense forces to repel raids or assist allies.

Article V: Elections

5.1 Election Procedure:

- General Election for all top positions must commence every 60 days and Midterm Election for internal positions every 30 days.

5.2 Eligibility:

- Candidates must have been a member of The Crownlands for at least 15days.

- World Assembly Delegate candidates must also be World Assembly members.

- Top region government position candidates must be World Assembly Members. Thus, Membership in WA is required.

5.3 Term Limits: - Officeholders may serve no more than two consecutive terms in the same position.

5.4 Vacancies: - In the event of a vacancy, a special election shall be held within 7days.

Article VI: Amendments

6.1 Proposal:
- Amendments may be proposed by any member nation and must be submitted to the Regional Assembly.


6.2 Ratification:
- Amendments require a two-thirds majority vote in the Regional Assembly.


6.3 Implementation:
- Approved amendments shall take effect immediately unless otherwise specified.
